Should we fill the IV from electronically (DS 260) or should we fill the paper version of the form (DS 230) or both?? How can we get to know which form to be fill?

My uscis case was approved on 10th of october 2013. How can i get to know that it was received at NVC? Do they e mail me or post me a letter?
