Why has the processing times recently quickened up for the F3 category?

Last year USCIS wasted over 18,000 visas in Family Based category. F2A category could be current in coming months.

Hi amazon, i saw in your prediction that F2A is going to be current maybe in august 2013, my wife is planning to file I-130 for me on August 2013, does it mean that when we file I-130 on august 2013 we dont have to wait for my pd because on that month all F2A is current, am i right? so in short right after the USCIS received our I-130 it is already in process? please correct me if im wrong, thank you

Why are you waiting till August to file I-130? You can file it today. You can file I-485 when the PD is current (which could be current in Aug/Sept VB). Once you submit I-485 application, USCIS takes few months to process it. The time to process depends on service center. Each service center could have different processing time.

we are not legally married, and we are arranging our marriage here in philippines on august 2013 then after our marriage my wife would file an I-130 for me, is it possible that my visa would be current when we file?

Hence they first files I-130 first to establish PD. Once PD becomes current then they file I-485 when PD is current (even if I-130 is pending). In rare case when F2A category date is "Current" in visa bulletin, the I-130 and I-485 can be filed at the same time. F2A category date could be "Current" in Aug/Sept VB. Hence applicant in F2A category can file I-130 and I-485 at same time or just I-485 when I-130 application is pending.
