My wife who lives in Montreal, Canada just received an email from USCIS indicating that her I-130 got approved! [biggrin]
My wife and I are so happy and full of excitement. Her PD was December 20, 2012 was was processed at the California Service Center.
I'm currently living and working in Dallas, Texas under a permanent resident status.
On the case status site, it indicates that on August 22, 2013, they mailed a notice to indicate that we have been approved.
Since the PD is current on the visa bulletin, is the process different after we receive the NOA2?

Congrats. It is a standard notice that they are going to send I-130 approval notice by regular postal mail. Since PD is current, it means NVC can set up the interview.
Yeah NVC will only set up the interview if PD is current.

in visa availability section says " This cut-off is unlikely to have any negative impact on those who have [b]already initiated action[/b] on their case prior to the announcement of the October cut-off dates."
is that mean if our case is in NVC we'll not affected by retrogression??

It means that USCIS will continue to process the I-130 (or I485) application even if dates retrogress. However they would not make a final decision on I-485 till PD is current. For I-485 application, it means cases could be preadjudicated.
I-485 is only for applicants who are living within US.
For applicants outside US, NVC will have to wait for PD to be current before they set up the interview in US Embassy.

@Amazon: If PD isn't current by the time NVC receives my application and processes it, how long is the process until my wife receives a visa to move to USA? An approximate number is fine as I know it varies depending on application. Thanks!

NVC will wait for PD to be current before they would be able to to set up interview.
