Congratulations to you and your wife Promix! I have a PD of 19-Nov-2012 so your news give me a lot of hope as well. When I look at I-130 processing times for Vermont it seems they are around the April 2012 according to this link:

Either they have advanced tremendously since May or they may have thought you are a US citizen :)

Is the processing time will be the same for all service centers? What is the current processing time of I-130 at California service centers and currently what PD they are processing.

So, is their approach to approve applications in a random order vs following the data of reception of the application?

It is very simple.
Steps:
1. Open URL: https://egov.uscis.gov/cris/processTimesDisplayInit.do
2. Select your service center
3. Click button "service center processing dates"
4. Scroll down and see the processing time for different forms.
The processing time is updated around 1-2 months.
