How do we figure out the dates?

To amazon: One thing I don't understand is that Uscis processing time and visa bulletin don't syncronise together!! Wats the point of visa bulletin if date in USCIS don't match with visa bulletin? The date in Vermont center is June 12 and visa bulletin shows cutoff date sept 13!! How do we interpret these two dates and figure our waiting time???

I could be wrong but from what I understand: USCIS processing time = time to process I130 NVC bulletin = time to wait until visa available. (ie: priority date, after I130 is approved and sent to NVC) USCIS processes the I130 petition (this is the USCIS processing time you asked about). Once petition is approved, it is sent over to the NVC which assigns a case number and issues a visa once priority date is current. Your priority date is the date which you submitted your I130. The NVC bulletin will tell you how long you need to wait until your priority date becomes current, and a visa can be issued. The USCIS and NVC are two different stages in the process. This is the reason these dates vary (I could be wrong).
