What happens to unused visas on October 1st if quota for EB categories ends up being higher than demand for the year ?

Following is the EB spillover rules:
EB4 + EB 5 --> EB1 --> EB2 -- > EB3
Since EB2 is heavily backlogged, it would use up all spillovers. If EB2 does not use up its quota, it will flow to EB3.
This year EB categories have additional 18,000 visas, in addition to 140,000 visas.
The question was what happens if visas do not get used up before new quota kicks in on October 1st. Does surplus number get rolled over to next year or goes to waste?
It gets wasted. Since there are over 100,000 preadjudicated cases, Charles Oppenheim seems to be confident that he can use all 158,000 visas in EB category.
Due to so many department involved (and lag in updating information), there is always a possibility of visas getting wasted (or more than 158,000 visas issued in FY 2013).
To clarify:
Unused FB visas in FY 2013 will be assigned to EB category in FY 2014
Unused EB visas in FY 2013 will be assigned to FB category in FY 2014.
