Actually there are cases with PD of 2011 who are still waiting. Officially CSC is processing F2A I-130 cases with PD till Nov 2011.

I am LPR. My wife's case PD is Feb 7 2013 at VSC. The case is still pending. When should I except to get it approved?

There is no fixed date. As mentioned above, people with PD in 2011 are still waiting.
