I'm an Australian citizen but I was born in the Philippines. I'm currently on H1B visa and have been living and working in the U.S. for 8 years. I'm currently awaiting for my priority date to be current which is Feb 2010 under EB3 category for skilled professional. I only hold an Australian passport and no longer a Filipino citizen. Under the visa bulletin employment based, which country do I fall under, Philippines or other changeability countries for the cut off date? I just want to make sure I can file my adjustment of status as soon as the priority date becomes current. I have heard from people that I should be looking at Philippines cut off dates since I was born in the Philippines regardless of my current citizenship but I've also heard others say I don't fall under Philippines. Any comments would be greatly appreciated. Thanks.

It is typically country of birth. There are few exceptions. Please see the link below: http://immigrationanswerman.com/2012/11/18/what-is-my-country-of-chargeability-for-the-visa-bulletin/
