I would like to know what is NOA2? I see some users saying they are from F2A category and after their PD has become current, they are waiting for NOA2. Is there an NOA1 too? When are the applicants scheduled to receive these Notice of Actions?
These are related to spouse and fiancee visa applications. When a United States Citizen files for a K1, K3, CR1, or IR1 visa they first file an application at a USCIS Service Center. There are two USCIS Service Centers that accept applications for the aforementioned visa categories and the petitioner’s residence will determine where the application should be filed.
The petitioner will send in the application and upon receipt, the USCIS Service Center will generate a receipt referred to as Notice of Action 1 (or NOA1). This receipt will note the names of the Petitioner and Beneficiary as well as the date of receipt and the date the notice was generated. The receipt will also show a case number.
NOA1 = Notice of Receipt of your petition.
NOA2 = Notice of Approval of your petition.
The NOA1 Receipt Number is the number you can then use to track your case. You can do this by creating an account on the USCIS Case Status Online
On completition of the adjudication of the petition, you will then receive an Approval Notice, commonly referred to as NOA2. If the petition was filed for a fiance or fiancee for an eventual K1 visa, this NOA2 (Approval Notice) should be kept in a safe place as it will be needed when it comes to the Adjustment Of Status process once in the US.
You may receive other Notices Of Action prior to receiving your approval notice.

From what I understand in the reply, the NOA1 and NOA2 are applicable for spouses or fiancees sponsored by US Citizens and they are not applicable for spouses sponsored by legal permanent residents. Is that right?

NOA1 = Notice when I-130 application was received
NOA2 = Notice when I-130 was approved

But the NOA I received does not have any numbers on it. The only NOA I received has I-797C on it and of course the PD. What does that mean? I presume there is no NOA1 and NOA2 in my case? Thanks in advance.

I-797C should have a receipt number on the top left side. In other categories, it will say application number instead of receipt number.

Some people prefer to call in NOA1 and NOA2. Some call it I-130 receipt notice and I-130 approval notice.

NOA1 and NOA2 can also refer to K1 visa.
When applicant file application for K1 Visa (I-129F) it called NOA1.
When the application is approved above, it is called NOA2.
